What the Zenbooks Financial Clarity Index measures

Most benchmarks tell SMEs where their revenue ranks. The Zenbooks Financial Clarity Index tells them something more actionable: how well they understand and manage their own finances. We survey owner-operators and senior managers across Canada, asking 25 scored questions that assess real financial management behaviour, not self-reported confidence.

Aggregate scores are published by industry, business model, revenue, owner age, employee size, years in business, sector and region, giving a genuine benchmark against peers.

What no other dataset measures

There's no shortage of data on Canadian small business revenue, payroll, or survival rates. What's been missing is a direct measure of financial management quality: the habits, tools, and literacy that determine whether an owner actually understands their own numbers. The Zenbooks Financial Clarity Index fills that gap.

What's actually out there

Statistics Canada produces excellent macroeconomic data on SME revenue, employment, and survival rates. It is built for policymakers and economists. An owner cannot look at a Statistics Canada table and learn anything actionable about how their business compares to a peer in the same industry.

CFIB is the most prolific publisher of SME data in Canada. Their Business Barometer comes out monthly, they survey tens of thousands of members, and their data gets cited constantly in media and policy circles. CFIB's surveys are designed to capture member sentiment and priorities, things like business confidence, cost pressures, and regulatory burden. That makes them invaluable for understanding how owners feel, but they are not built to measure how well SMEs manage their finances day to day.

Many such studies sample from the publisher's own clients. The Zenbooks Financial Clarity Index does not: respondents are recruited through an independent panel, not from Zenbooks' client base.

Similar to the CFIB Business Barometer or the Intuit Small Business Index, but focused on financial clarity and decision-making rather than sentiment or employment.

Others publish periodic SME surveys too, typically commissioned by financial institutions or software companies with their own angles. Valuable, but point-in-time and topically narrow.

The gap

What none of these datasets measure is financial management quality at the business level: whether the owner reviews financial statements regularly, whether they forecast cash flow, whether they understand their gross margin, whether they have professional accounting support proportionate to their complexity. These are behavioural and attitudinal questions, not macroeconomic ones.

That gap is what the Zenbooks Financial Clarity Index is built to fill. It is built to score SME financial management behaviour directly, benchmark it by industry vertical, and track it over time. An e-commerce operator can see how their Financial Clarity Score compares to other e-commerce operators. A marketing agency can see where they sit relative to peers. That kind of peer comparison has not been widely available before.

The index does not compete with CFIB or BDC data. It fills a category they have never occupied.

2026 Zenbooks Financial Clarity Index Results

Journalists, researchers, policymakers, and SME owners are able to explore the data directly, filter by industry and company size. Next year we will start seeing trends year-over-year.

How we built it - Methodology

The scoring instrument was developed by the Zenbooks research team. Its methodology and weighting were independently reviewed by Peter MacKenzie, PhD, Senior Policy Analyst and Head of Financial Services Research Initiative at the C.D. Howe Institute. This review was conducted by Peter MacKenzie in his individual capacity and does not constitute a review or endorsement by the C.D. Howe Institute. Survey fielding uses the Cint Marketplace panel (ISO 20252 certified) to reach verified Canadian SME decision-makers. Responses are then weighted (raked) to Statistics Canada population totals for region, employee size, and sector, so the results reflect the Canadian SME population rather than the panel composition.

The composite Zenbooks Financial Clarity Score is calculated from 25 behaviourally anchored questions scored on a 0 to 100 scale, weighted equally across five dimensions. Industry sub-scores are reported separately to enable apples-to-apples peer comparison.

Sample size: 565 (analytic sample, 2026; 569 completes). Target sample increases to 800 in 2027 and 1,200 from 2028.

Who's behind the index

The Financial Clarity Index is a Zenbooks initiative led by Eric Saumure, drawing on a decade of working alongside 300+ Canadian SMEs and a long-standing focus on SME financial policy in Canada.

Eric Saumure, CPA, CA

Eric is co-founder of Zenbooks, a fully remote cloud accounting firm based in Ottawa that serves more than 300 Canadian small and medium-sized businesses. Since founding Zenbooks in 2015, he has worked directly with SME owners across professional services, technology, e-commerce, and creative industries, giving him an unusually granular view of how Canadian businesses actually manage their finances day to day.

That operational experience has made him a sought-after voice on small business financial policy. He has been quoted and published in the Globe and Mail, CBC, CTV, the Toronto Star, Policy Options, Le Devoir, the Hill Times, and Canadian Accountant, and he co-authored a study in 2023 on technology adoption in Canadian accounting with Abacus Data, drawing on a survey of 500 Canadian SMEs.

Eric is the founder of OpenSME, an advocacy initiative focused on ensuring small business interests are represented in Canada's open banking rollout, and he served as Stage Chair for the Payments Stage at Open Banking Expo Canada. He sits on the Board of Directors of Cystic Fibrosis Canada.

The Zenbooks Financial Clarity Index is his attempt to fill a gap he encounters constantly in his practice: there is no shortage of data on what Canadian SMEs earn and spend, but almost no rigorous data on how well they actually understand their own finances. The index is designed to change that.
